Food Drink Ireland has published a Food Safety Incident Management Guide, a practical toolkit covering proactive prevention, rapid early-stage response and continuous improvement for food business operators, available to both FDI member companies and non-members and supported by interactive training workshops and mock recall simulations through Food Drink Ireland Skillnet.

Food Drink Ireland (FDI) is the Ibec group representing the interests of over 160 food, drink and non-food grocery manufacturers and suppliers in Ireland, led by director Paul Kelly. The Irish prepared consumer foods sector alone accounts for €3.6 billion in exports to 140 markets, with the wider food and drink manufacturing sector employing more than 53,000 people directly and generating over €14 billion in exports annually. Food Drink Ireland Skillnet is the sector's state-supported workforce training network, delivering subsidised learning programmes to food and drink companies across Ireland through Skillnet Ireland funding.

The structural driver for the education agenda is the cross-functional nature of effective food safety incident response. An incident requiring simultaneous action from operations, finance, legal, commercial and communications teams cannot be managed by a single food safety officer working from a regulatory checklist.

The FDI guide is designed as an education and capability-building resource, not a compliance document, with the explicit aim of developing decision-making competency and inter-functional coordination skills across leadership teams that may have never rehearsed a recall scenario together.

The supporting mock recall simulations and interactive workshops delivered through Food Drink Ireland Skillnet are the education element that converts the guide from a reference document into a practiced organisational capability. Simulation-based learning is the standard methodology for high-stakes incident response training in aviation, healthcare and nuclear energy. FDI is applying the same approach to food safety at sector level, making structured emergency response education accessible to mid-sized Irish food manufacturers that would not individually commission bespoke crisis simulation exercises.

For the sector, the FDI initiative confirms that food safety education in Ireland is shifting from individual certification to organisational capability development, the distinction between knowing what to do and having practiced doing it under pressure.
