
State Department move to cancel study abroad funding sparks backlash
The U.S. State Department has cancelled FY25 funding for 22 study abroad programs—an unprecedented move that stakeholders say overrides funds already approved by Congress. The cuts, which staff at the Bureau of Educational and Cultural Affairs (ECA) learned about informally rather than through official channels, have left programs at risk of permanent closure.
The Alliance for International Exchange has mobilised swiftly, generating over 13,500 letters to Congress in protest. Stakeholders warn the decision could set a precedent for future years, with experts questioning the legality of cancelling congressionally appropriated funds.
With many programs forward-funded into 2026, the move threatens the long-term viability of U.S. study abroad initiatives and raises constitutional concerns over executive overreach.
